Make a NSFW tag

Before posting a message, user can check the "nsfw" box which would blur the posted image and put the text in the spoilers mode (like in Discord).
Users that have view nsfw in options enabled can see the images without blur etc

Ideally, adult content should not be posted outside of designated areas. However there are [spoiler][/spoiler] tags already present, and we'll be considering group-based hide BBCode. This all will be added to the Formatting Help section of the site.
